Health Authority is seeking a Behavioral Health Investments (BHI) Team Lead to be thesenior policy advisor to management on the outcomes, challenges andimprovements needed in the areas of increasing statewide capacity of beds forlicensed residential treatment facilities and homes, and supportive housing units,for individuals experiencing Serious and Persistent Mental Illness (SPMI) andSubstance Use Disorders (SUD).
In this position, you will lead in the investment of capital development with communitybased organizations throughout Oregon, for increasing statewide capacity of bedsfor licensed residential treatment facilities and homes, and supportive housingunits, for individuals SPMI and/or SUD, the BHI Team Lead isresponsible for drafting legislative proposals, analyzing bills, and proposingamendments to pending bills. Additionally, the BHI Team Lead analyzes systems’ functions and applies state policy andprocedures to system functioning. You will also conduct comprehensive research andplans accordingly for operational improvement projects. This includescollaborating with managers/leaders from varying external agencies and withinOHA on planning and managing projects, and on legislative and policy changes.You will also be responsible for analyzing qualitative and quantitative data inmeasuring the effectiveness and timeliness of administrative and technicalprograms.
Thisposition:
Collectsandevaluatesdatafromproviderstodetermineeffectivenessof programs in meeting established outcomes of housing programs in relationtoincreasing behavioral health housingacross the state.
Evaluates policy issues and develops policy, rule, and legislative proposalstoachievehousingprogramobjectivesincompliancewithstate and federal regulations.
Proposesoperationalimprovements,metrics,andincentivestoimprove provider services for the coordination and ongoing oversight of OHA housing development initiatives.

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, we do meet in-person 1-3 times per quarter at our primary office location in Salem, Oregon. Work location can be changed at any time at the discretion of the hiring manager.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Any combination of experience and education equivalent to eight yearsprofessional-level evaluative, analytical and planning work.
Example: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
Desired Attributes
- Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities most harmed by social injustice and health inequities.
- Extensive knowledge of behavioral health care administration, behavioral health public policy, and public health principles and specific understanding of the cross section between substance use disorder, community corrections and systemic racism.
- Expertise in trauma-informed care and peer delivered services.
- Experience with community housing development.
- Experience, knowledge, and understanding of Grant Administration, principles and practices of budgeting, and accounting.
- Experience with the legislative process.
- Skill in providing expert level technical assistance.
- Demonstrated skill in effective oral and written communication, including public speaking and presentation, and writing and analyzing reports.
- Skill in analyzing complex statewide systems, identifying problems, generating alternatives, building consensus, and implementing solutions.
- Experience with program development, implementation, and evaluation.
- Experience developing, implementing policies and programs that promote equity and inclusion and reduce disparities, and advance state and community-based programs on initiatives that promote equity and reduce disparities.
- Demonstrated ability to collaboratively problem-solve and communicate effectively with a wide range of people.
- Experience providing organizational leadership to support inter-and cross-agency collaboration.
- Experience in leadership, and project management.
