Budget Analyst 1

District 4 Public Health

Under supervision, develops, prepares, analyzes and/or revises budgets and supporting schedules for assigned organizations or program areas. Performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation and recommends appropriate courses of action to management. Performs expenditure analyses and prepares budget-related financial summaries and recommendations for management review.

All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Distribution site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.

Job Responsibilities

  • Enters monthly journal entries for district office and counties
  • Monitors bank accounts for ACH payments/disbursements
  • Reconciles bank statements for district office and counties
  • Performs month end duties for District office and counties
  • Monitors, revises and builds budgets at district and county level
  • Back up to GO System
  • Back up to purchases for all district programs and counties
  • Submits PO for payment once supplies are received, all invoices/packing slips attached
  • Checks in supply orders/disperse accordingly
  • Back up to make all hotel reservations and submit requisition for payment
  • Back up to make any travel plans; flights, shuttle, Groome, etc. using appropriate credit card
  • Back up to inventory for District 4
  • Cross trains with payables/receivables/GO SYSTEM/payroll/positive pay
  • Updates SAM Registrations annually for 12 counties
  • All other duties as assigned

Minimum Qualifications

Associate’s degree in accounting, business/public administration, or finance from an accredited college or university; or two (2) years of fiscal analysis job-related experience.

Additional Information

Preferred Qualifications:

  • Governmental accounting
  • Local Financial Officer Certification
  • Three years’ experience in budgeting and accounting
  • At least one-year purchasing/procurement experience
  • Strong computer skills (Excel and Word)
