Job Responsibilities

Under general supervision of the Sr. Manager-Employee Relations (ER), provides professional supportive services to the employee relations unit within the Division of Workforce Management; Works with HR Business Partners (HRBPs) to resource and resolve ER issues across business groups; Assists in the development and delivery of various ER trainings and presentations; writes reports and recommendations.

Primary Duties and Responsibilities:

  • Works with HRBPs to resource and resolve ER issues; Gather information and prepare documentation associated with employee relations issues
  • Assists with the development and delivery of various employee relations trainings and presentations
  • Maintains exit interview program; analyzes exit survey/interview data and makes recommendations for process improvement.
  • Maintain an employee relations file system
  • Assist in analyzing employee relations data and making recommendations.
  • Maintains and updates internal ER website
  • Processes requests for HR information and documentation in accordance with the Freedom of Information Act (FOIA)
  • Writes reports of findings, drafts recommendations, and explanations of policy and procedures
  • Coordinates annual employee performance review process
  • Serves as technical expert on ePerformance and other HRIS systems related to ER
  • Conducts special projects as assigned
  • Performs job responsibilities with minimal supervision

Minimum Qualifications

High school diploma/GED and five (5) years of professional human resource experience; or one (1) year of experience required at the lower level HR Generalist 2 (HRP011) or position equivalent. 

Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.

Preferred Qualifications:
Bachelor’s degree in communications or social sciences; Paralegal certification; Knowledge of Equal Employment Opportunity laws; demonstrated strong writing skills.

DPH accepts educational credential recognized by the Council for Higher Education Accreditation (CHEA) and/or the US Department of Education (DOE) will be considered. DPH will contact educational institutions to verify degree, diploma, licensure, etc.
