LMI seeks aFacilities Program and Strategy Manager to apply facilities management experience, engineering techniques, and analysis to facility infrastructure projects supporting a customer in the National Capital Region. This position provides subject matter expertise in a variety of facility project management services support.
Current TS clearance required; candidate must be in National Capital Region.

Responsibilities
The Facilities Program and Strategy Manager applies facilities management experience, critical thinking, and problem-solving techniques to provide project support in real property maintenance and infrastructure management. This role will involve collaboration with the client’s Facility Program Manager to offer BUILDER support, including operations and maintenance (O&M) forecasting, user access management, and reporting for long-term financial planning.
- Support and manage the BUILDER SMS application following delivery and data population, ensuring effective use and maintenance.
- Oversee the collection and analysis of data to conduct facilities projects forecasting and planning, managing the entire real property maintenance program.
- Conduct advanced analysis of facility condition data to identify trends and produce recommended work candidates, estimated costs, alternate courses of action, and overall project impacts.
- Gather data inputs from on-site technicians via BUILDER, identifying and coordinate resolution of technical conflicts/incompatibilities with site facility managers and technicians.
- Assist in developing and planning prioritized facilities projects based on BUILDER data and conduct regular updates of Facility Condition Index and related reporting.
- Facilitate and manage the enterprise plan for migrating new assets into BUILDER.
- Support Facility Master Plan efforts by developing planning requirements, milestone tracking, data gathering, meeting facilitation, and briefing preparation.
- Perform analysis and generate reports to inform maintenance and capital improvement decisions, ensuring alignment with funding and strategic goals.
Qualifications
Required Qualifications
- Bachelor’s degree or higher in Architecture or Engineering (Civil, Electrical, Mechanical, or General). A high school, vocational school, or trade school diploma plus five years of relevant work experience may be substituted for degree requirements.
- Familiarity or ability to learn the BUILDER SMS application.
- A minimum of 6+ years of federal facility management experience encompassing all phases of the facility lifecycle process—planning, programming, design, construction, and operations.
- Experience with large-scale Computerized Maintenance Management Systems (CMMS) such as Archibus, Maintenance Connection, MAXIMO, TRIRIGA, etc.
- Demonstrated experience using Microsoft Office Products (Excel, PowerPoint, Word, Project).
- Demonstrated experience handling multiple, demanding, and complex tasks in a timely manner with accurate results.

Desired Qualifications
- Functional knowledge and experience with the BUILDER SMS application, including data migration, Facilities Condition Index (FCI), and BUILDER reporting.
- Experience working with the U.S. Army Corps of Engineers’ Engineer Research and Development Center (ERDC) or Construction Engineering Research Laboratory (CERL).
- Master’s degree in engineering, construction management or a related technical field from an accredited institution.
- Professional Engineering License (PE), Registered Architect (RA), Certified Facility Manager (CFM), Project Management Professional (PMP), or American Institute of Architects (AIA) certification.
- Certification from the International Facility Management Association (IFMA).
