This position serves as subject matter expert on the needs assessment and evaluation planning activities required in the program development, management, strategic planning, and grant development work of the Strategy and Grants Development (SGD) Team in the Health Department Director’s Office. Due to the nature of SGD, the position both supports and directs the SGD program itself and provides data-driven development support to programs across the Health Department, as well as for broader County, interdepartmental, multi-jurisdictional, and community-based efforts.

As the Program Specialist Sr, your responsibilities include:
Lead Needs Assessment Work
- Serve as the technical authoritative knowledge leader in needs assessment for program development, strategic planning, and grant development.
- Create and communicate strategy, structure, narrative and other functions that provide data-driven justification for the creation, expansion, and/or continuation of program initiatives and other program recommendations.
- Assume responsibility for Needs Assessment and related grant application sections while supporting Program and Grant Strategists in the full grant development process, creating final products that strongly support and seamlessly integrate with the other application components.
Program Development Evaluation Planning
- Develop program evaluation criteria for program planning and development projects, efficiency and structure planning, and grant proposals.
- Coordinate with Health Department Research and Evaluation Analysts, Research Scientists, and others when more complex evaluation plans are required.
- Assume responsibility for the Evaluation Plan and related sections for projects that include grant application development and submission.
Coordinate Data Analysis
- Coordinate with data analysis staff to maintain access to routinely needed data.
- Obtain raw data and perform data analysis or ensure core data is routinely updated.
- Ensure data is controlled and maintained according to standards.
Create Grant Application Content Support
- Work with Program and Grant Strategists to draft and finalize grant application components.
- Coordinate and complete grant-related work.
- Train staff on grant information gathering and application process.
Develop, Implement, and Monitor SGD Program Processes
- Analyze workflows and suggest improvements for new or unusual cases.
- Analyze team data and create reports on grant activity.
- Conduct analysis on best practices and trends and formulate recommendations.

Minimum Qualifications/Transferable Skills*:
- Education/training: equivalent to a bachelor's degree
- Experience: and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

- Strong technical writing skills and experience
- Proficiency in basic data analysis; moderate to advanced data analysis skills preferred. Please note any data analysis software capabilities.
- Foundational understanding of program evaluation
- Strong critical thinking skills around equity and social power dynamics

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Gladys McCoy Building, 619 NW 6th Ave, Portland, OR 97209.
Serving the Public, Even During Disasters:
Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response.
