The Health Care Data Systems Manager oversees the PEBB and OEBB research and data analyst teams, as well as benefit management systems staff. This role administers all aspects of the MyOEBB and PDB system components in collaboration with the Benefits Manager, leads external-facing systems projects, and serves as the Health Data Systems Architect. The position manages data interfaces with state agencies, universities, vendors, school districts, community colleges, and insurance carriers, while also serving as the database administrator for both PEBB and OEBB. As a key member of the leadership team, the manager supports program policies and goals to ensure members receive high-quality service and access to health benefit information.
This position falls under the HPPM2 classification. The AA Rate Pay Range for this position is $7,353.00- $11,373.00 USD Monthly. The information in your application will be used to complete an Equal Pay Analysis to determine salary placement upon hire.

Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.

- Demonstrated ability in system planning and development to set strategic short- and long-term goals, lead system enhancements and upgrades, automate business processes, and align infrastructure with program objectives.
- Proven success in change management, guiding organizational transitions, fostering interested party engagement, and driving adoption during system modernization initiatives.
- Skilled at partner and constituent engagement, cultivating strong relationships with state agencies, educational institutions, vendors, and board members, and providing timely, effective communication and support.
- Extensive experience in staff leadership and development, supervising, mentoring, and motivating teams to achieve operational excellence and professional growth.
- Demonstrated expertise in compliance and regulatory reporting, developing decision-support tools, and streamlining reporting to meet state and federal requirements.
- Proven capability in data governance and migration, ensuring data accuracy, integrity, and availability across systems while managing secure, large-scale data migrations.
- Proven experience in vendor and contractor oversight, managing external IT partners, setting clear expectations, and monitoring performance against service standards.
- Demonstrated ability in quality assurance and security compliance, implementing testing protocols, conducting system audits, and enforcing HIPAA and enterprise security standards, including experience as or supporting a Privacy/Security Officer.

- The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%. Review the Classification and Compensation page for more details on the classification.
