The Human Resources Generalist provides support to the Agency for all Human Resources services, policies, procedures and programs for Jewish Family Services, Inc. and JFS Housing, Inc., and acts as an advocate and expert in reporting to the Executive Team. This position reports directly to the President/CEO.


Responsibilities and Duties

Human Resources – General

  • Day-to-day management and oversight of all human resources systems and operations.
  • Process, verify and maintain personnel related documentation, including, but not limited to staffing, recruitment, training, grievances, performance evaluations, classifications, time off and leave of absence, and client rights.
  • Direct the Employee Experience Committee in providing culture-based events, training, education and experiences throughout the year.
  • Be visible and on-site to oversee and address employee concerns as they happen, providing a role model for best practices to the Agency.


Employment - Training

  • Maintain and oversee all job advertisements and recruitment within the HRIS and assure employees are moved throughout the process in a timely manner.
  • Assure all pre-employment documentation is completed, including offer letter, required background checks, references, impaneling, and education/certification/licensing, etc.
  • Oversee employee onboarding and orientation throughout the new hire process until the first anniversary of each employee.
  • Assure all exit interviews are conducted in a timely manner and information compiled for reporting. Make suggestions for improvement and maintenance based on exit interview results.
  • Maintain all hiring, transfer and termination paperwork and statistics and provide data for reporting.
  • Maintain and distribute required and suggested training opportunities within the Relias system and overseeing timely completion and recording.
  • Assure all reviews are completed throughout the agencies in a timely manner and any wage increases processed.
  • Maintain all contracts and MOUs relevant to employment for interns, 1099 employees, partner agencies and institutions, etc.


Payroll and Benefits

  • Oversee the compensation plan matrix, benefits programs, performance management, employee garnishments and deductions, and unemployment.
  • Assure all time off is accurate within the system and accounted for properly each pay period.
  • Work with accounting to address any concerns on payroll processing.
  • Work with insurance brokers to review and administer the benefits package and retirement broker to oversee the retirement plans.
  • Work with accounting in completion and submission of information for our general insurance carrier.
  • Provide support and direction for employees in use and availability of the EAP.


General

  • Must have a valid driver's license, access to reliable vehicle, and automobile insurance coverage throughout employment.
  • Knowledge, understanding, and/or willingness to learn Jewish culture and traditions and those of the Agency population as necessary.
  • Accept other duties and responsibilities as assigned.
  • Candidates must successfully pass a criminal background check with the Wisconsin Department of Justice and a caregiver background check with the Wisconsin Department of Health Services, the Department of Children and Families and the Department Safety and Professional Services. Fingerprint ID may be required for contract compliance.
  • Candidates must pass a Dru Sjodin National Sex Offender and Wisconsin Sex Offender Registry screening.


  • Bachelor's degree in Human Resources or Business with a minimum of four years of experience in a professional-level HR position OR an Associate's degree in Human Resources or Business with a minimum of 6 years of experience in a professional-level HR position. PHR or SHRM-CP certification is preferred.
  • HRIS experience with a knowledge of Paylocity and Relias is preferred
  • Knowledge of labor laws and regulations and familiarity with EEOC and AA reporting preferred.
  • Proficient in all Microsoft Office applications.
  • Excellent communication skills, including verbal, written and public speaking with a high level of problem-solving skills, organization and detail.
  • Ability to maintain confidentiality with sensitive employee/salary and client concerns at all times.
  • Ability to work effectively with agency staff, clients and others within a team concept as necessary.
  • Ability to draft technical and understandable employee-related communications (memos, letters, reports, correspondence, policies procedures, etc.).
