We’re here to support delivery of library services in communities impacted by library closures due to renovations and expansions. We’re reaching out to our community partners, developing new methods of direct service and outreach, and bringing the Mobile Library to your neighborhood. The Mobile Library is a custom RV designed to  bring library services to neighborhoods around Multnomah County. It features bookshelves to browse, computer stations, WiFi access, printers with scanning and faxing abilities, AC and heat.

Multnomah County Library is currently seeking an experienced supervisor and customer service provider to join us as our Limited Duration Outreach  Operations Supervisor. 

This is a limited duration position scheduled to last up to one (1) year, but that may change based on business needs. Limited duration appointments cannot exceed two (2) years. The hiring list created from this recruitment may be used to fill current and future regular status, limited duration and temporary manager opportunities if they become available.

In this position, you will manage operations for the Mobile Library and for outreach services for community members who cannot visit library locations. In this role, you will also lead and coordinate the use of other vehicles for library service delivery and will partner with community organizations for service provision. This position has a focus on ensuring that the Mobile Library can operate to meet organizational and community needs, and works in close partnership with the Community Engagement manager.   

You will supervise staff assigned permanently or temporarily to the Mobile Library, working alongside them to create a safe and welcoming space and to provide direct customer service to the community, including acting as the person in charge (PIC). You will also serve as the primary driver of the RV after going through training and you will report to the Community Engagement Manager.  

In this role, you will:

  • Provide leadership for outreach and community library services, which includes supporting staff working on the Mobile Library by modeling excellent communication skills and culturally aware behavior, and encouraging those skills in others.
  • Collaborate with the Outreach Librarian to develop, provide and coordinate training for staff, substitutes and volunteers. Training focus will include outreach, community library services, driving training and practice sessions in accordance with external training requirements.
  • Schedule staffing of community library services and the mobile library vehicle; create weekly schedules and find substitute coverage as needed.
  • Create shared location expectations and community agreements; manage performance including recognizing and appreciating strong performance as well as providing coaching and discipline.
  • Provide direct public service to community members.
  • Implement the outreach guidelines and outreach plan developed in collaboration with Community Engagement and the Outreach Librarian.
  • Build and maintain professional relationships with community members; respond to patron comments and complaints in-person and via virtual channels.
  • Work with staff and other stakeholders to ensure the success of mobile service delivery and continuity of library services in areas where library locations are closed.
  • Act as primary driver of the Mobile Library, driving the RV to and from designated sites. 
  • Continually evaluate vehicle operation procedures and staff’s assigned responsibilities as well as recommend improvements and modifications to procedures and assignments.
  • Create and refine written procedures and training plans regarding daily operations for staff who work with the Mobile Library.
  • Coordinate vehicle repair and maintenance, both on a planned, ongoing basis and when needs arise which will include working with other county departments and outside vendors to coordinate vehicle maintenance and repair.
  • Recommend and assist in the implementation of goals and objectives for current and future uses of the vehicle, including closure support, outreach and community partnerships
  • Perform other responsibilities as assigned

Minimum Qualifications/Transferable Skills:

  • Bachelor's degree or the equivalent experience.
  • Two (2) years of management experience. 
  • Three (3) years of customer service experience. 
  • Background in a library or other informal or formal learning environment.
  • Valid drivers license and one (1) year demonstrated experience driving.
  • Ability to pass a criminal records check, should a job offer be extended and you’re not currently a library employee. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • A master's degree in library science from a program accredited by the American Library Association.
  • Bilingual language skills.
  • Experience working in a unionized environment.
  • Knowledge of principles and practices of change management and project management.
