Job Description

PURPOSE AND SCOPE:

The Manager, Facilities directs facilities functions at assigned LSC campus, which may include high-rise buildings, with complex HVAC systems.  Extensive scope may include all physical plant, grounds, environmental, shipping/receiving, fixed assets, and custodial functions for campus.  Responsible for budget planning for all areas and resource allocation.  Works closely with LSC System Office Facilities Planning and Construction in R&R and new construction.  Responsible for ensuring compliance with all local, state, federal codes and regulations.

ESSENTIAL JOB FUNCTIONS:

1.      Provide leadership and direction for all campus facilities functions and areas, including, but not limited to  R&R, HVAC, Electrical, capital inventories/assets, and physical plant at campus with multi-story buildings and complex HVAC needs

2.      Manage all building operation systems, building cleaning, equipment maintenance & repair, environmental compliance and training, and inventory control for all capital equipment

3.      Ensure that all building standards are met and compliance with applicable state, local, and federal codes and regulations including, but not limited to safety, OSHA, fire, MSDS, and risk management

4.      Ensure the effective staffing and supervision of all skilled workers

5.      Monitor the department's work order system to ensure proper documentation is maintained so history is created on campus equipment and functional areas

6.      Develop programs and schedules for preventive maintenance, equipment, replacement, and energy conservation

7.      Coordinate with other department managers and administrators to ensure their needs or concerns are addressed and quickly respond to emergency calls when needed; Ensure proper setup and breakdown of campus special events

8.      Coordinate environmental safety issues associated with physical plant systems and materials

9.      Work with LSC System Office on R&R and new construction projects and answer any questions related to building utilities

10.     Negotiate with vendors and suppliers in compliance with System policies

11.     Maintain blueprint and specification files for building, systems, and major equipment

12.     Responsible for other reasonable related duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES:

  • Advanced technical knowledge and skills obtained through education and/or on the job training in computerized building operation systems, electronics, electrical systems, climate control systems, refrigeration, pneumatic controls, ventilation equipment and construction
  • Comprehensive knowledge of environment and workplace safety regulation
  • Knowledge of Federal, State and local laws, regulation and codes
  • Ability to meet specific deadlines on a daily basis
  • Ability to respond to emergency calls as needed
  • Excellent written and communication skills
  • Excellent interpersonal and facilitation skills

  • Strong skills in computer and database applications

PHYSICAL ABILITIES:

The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

WORK SCHEDULE AND CONDITIONS:  

  • Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
  • Interface with internal and external contacts as needed to carry out the functions of the position
  • Work is performed in a climate-controlled office with minimal exposure to safety hazards
  • May be required to work on-call after regular business hours and/or weekends

REQUIRED QUALIFICATIONS:

  • Bachelor's degree and at least 5 years of experience, or an equivalent combination of education and experience

PREFERRED QUALIFICATIONS:

  • Master's degree
Salary

Hiring salary range is $63,014 - $72,466.

Lone Star College provides a hiring salary range for all posted full-time non-faculty positions.  Where your salary offer would fall in that range is determined by your related experience and education.  Should you receive an offer of employment from Lone Star College, the resume submitted in the application process will be utilized to calculate your salary offer.  The information outlined below will provide the Office of Human Resources everything needed to determine an accurate starting salary.
