The hiring range for this role is:  

147,190.00 - 206,425.00

This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting.  We may ultimately pay more or less than the hiring range andthis hiringrange may also be modified in the future. A candidate’s position within the hiring range may be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, relevant experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs. This job is also eligible for annual bonusincentivepay.

Job Description Summary:

This role is a strategic, collaborative, and facilitative role that enables the senior leader to work effectively with internal and external stakeholders. This position oversees critical administrative, financial, portfolio and operational activities for the VP of Applications Solutions, supporting all application development, operations and project activities across Market Solutions, FEP and Corporate Applications. This role is focused on providing the operating structure, organization and collaborative leadership to drive efficient and effective strategic planning and measurement of team performance. In addition, this role will be responsible for the direct leadership of all Corporate Applications within the scope of the Applications Solutions team. They will have a hands-on, day to day leadership role of key, cross-functional corporate applications, supporting all lines of business and BCBSA.

Responsibilities include but are not limited to:

  • Establishes Application Solutions strategic planning processes in support of the BCBSA and technology annual corporate goals and three-year plan, and links those to the Association’s business goals as supported through key partner departments. Tracks and monitors annual performance. High-level management of the leader's strategic initiatives across the business unit and Association. Responsible for shaping and stewarding the execution of key management processes with Application Solutions team. Provides independent leadership of special VP-initiated projects.
  • Determines the approach to management of the technology change portfolio, including project intake, prioritization, approval, and capacity/resource assignment for Application Solutions. Understands and can report on our capacity utilization and resource assignment and can map our critical program needs to capacity and teammates across the technology organization to drive progress.
  • Works with technology leadership team and internal customers in developing and publishing divisional monthly performance reporting. Proactively monitors operating model, collects input for improvement, monitors results, and recommends changes.
  • Provide hands-on, day-to-day leadership of key, cross-functional corporate applications, supporting all lines of business and the BCBSA team. Apply portfolio management principles to the identification, evaluation, and prioritization of potential IT investments in ways that drive business value. Support and manage the execution of strategy, holding leaders and teammates accountable for the operationalization of the strategy across customer groups. Required Education, Experience, and Certification:

Education

  • Required: Bachelors Degree

Required Experience:

  • 10 or more years of progressive experience working in an IT-related environment
  • Senior management experience with demonstrated knowledge of strategic planning
  • Experience developing and implementing strategies for achieving business objectives and organizing and managing multiple priorities
  • Management experience in an information technology department
