PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management this class is accountable for assisting in directing the activities of the various subdivisions in the areas of research, plans and policy development, planning reviews, coordination, program development and administration.
EXAMPLES OF DUTIES
In this position the incumbent will perform the following duties:
- Assist the Senior Policy Advisor in the Division to lead OPM efforts in coordinating policy development, leading policy negotiations with legislators and key stakeholders, and coordinating cross-agency budget and planning efforts. Assist in the development of HHS related budget and policy proposals, including Governor’s legislative package and budget implementing legislation;
- Help coordinate state agency responses that impact social safety-net services and funding, emergent public health and safety issues, and health care system capacity and planning;
- Coordinate policy development across state agencies, including federal block grants, and manage effective implementation of health and human services initiatives across core HHS state agencies;
- Advocate for the Administration’s policy objectives at the General Assembly and on quasi-public agencies, boards and legislative committees;
- Assist in maintaining contacts/relationships as well as help lead policy negotiations with legislators, industry associations (e.g. hospitals, insurance association, medical society, nursing and other health care organizations) and key constituencies to advance OPM/Division priorities;
- Lead the recruitment and hiring of staff, including outreach, interviewing and selection;
- Build and effectively manage a team, with a focus on developing staff skills and capacity through cross-training and coaching;
- Review and help manage the Division budget and vendor contracts; and
- Perform related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of experience in research, statistics, planning, management or policy analysis.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the supervisory level.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in administration, planning or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience advocating policy positions with the Connecticut General Assembly;
- Experience working with the policy development process and formulation across multiple state agencies and external stakeholders;
- Experience negotiating legislation among key stakeholders and legislators;
- Experience directing state agencies and coordinating multi-agency responses to emerging health care and human services issues (both legislative and policy implementation);
- Experience working with state health care affordability strategies, health care quality and financial sustainability of health systems; and
- Experience building and leading teams.
