Our Senior Procurement Analyst ensures every purchase, from single items to multi-year contracts, adheres to regulatory guidelines, has fair and transparent practices and provides the best value standard while maintaining an uninterrupted flow of materials and services to support our mission. That’s no easy task. We work with complex processes, rules, procedures and policies. As our Senior Procurement Analyst, you will:
- Execute purchases for goods or services as requested for the divisions that are included within the Department of Community Services (DCS). Purchases range from one time requests from the County online market place or as complex as formal bid processes that results in an executed contract.
- Advise and provide assistance to County staff regarding purchasing guidelines and answer questions concerning program rules and policy for future purchases.
- Develop specifications for quotes, intermediate proposals and formal bid process as requested by DCS staff. Evaluate responses of quote and informal processes for potential award to vendors.
- Have thorough knowledge of laws and regulations applicable to County bidding and purchasing operations.
- Create Purchase Orders from the County's financial and purchasing systems.
- Conducts market research for products or services in order to provide information to DCS customers and be able to make informed decisions for purchases.
- Interview vendor representatives regarding quality of current products or information about potential new products.
- Meet with DCS division management to analyze and support their procurement demands
- Monitor existing contracts for expiration and initiate process to renew or rebid as needed.
- Support Contract process by having a thorough knowledge of contract performance standards, contracting rules and principles.
- Regularly train department management and staff on current purchasing and contract rules and regulations
- Maintain google sheets that track current purchase order spend analysis for programs and finance department.
- Create spend analysis reports to assist with yearly budget creation.
- Provides purchasing analysis and reporting for DCS program managers.
- Manage the inventory of two warehouses (Road Maintenance and Lighting District)
- Conduct yearly inventory counts and year end documentation
- Create the purchase orders and good receipts for all orders

Minimum Qualifications/Transferable Skills*:
- Equivalent to a Bachelor's degree from an accredited college or university with major coursework in Business Administration (in lieu of a degree we will consider equivalent related experience)
- Three years experience as a professional procurement specialist or transferable experience
Preferred Qualifications/Transferable Skills*:

However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. - Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO)
- Advanced and thorough knowledge of principles and practices of public sector purchasing and contract administration
- Ability to create and edit Google Sheets
- Demonstrate ability to learn procurement principles and best practices.
- Ability to understand and follow state and local procurement laws and regulations.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a team.
- Proficiency in procurement software, Microsoft Office Suite, and Google suite enterprise products.
- Commitment to racial equity and social justice. Experience applying a racial equity lens to professional work.
- Skills in technical writing, contract development, and administration.

ADDITIONAL INFORMATION:
Type of Position: This hourly, union-represented position is eligible for overtime.
Schedule: Monday - Friday, 8:00 AM - 4:30 PM. There may be some flexibility with the regular start and end times. There may also be the option to work a 9/80 schedule.
Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and one day or more per week based on need in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
Work Location: This position works onsite at 1600 SE 190th Avenue, Portland, OR 97233.
