Overview

LMI is seeking a skilled Senior Business Analyst for Resource Planning and Performance Management at the Department of Homeland Security (DHS), Federal Protective Service (FPS) headquarters in Washington, DC. This position will support a program development and improvement workstream on a project to modernize and remediate systems and organizational processes focused on financial management within the government agency.

Responsibilities

As the Senior Business Analyst for Resource Planning and Performance Management, you will be responsible for helping executive and other senior leaders, teams and organizations respond to internal and external drivers, and identify new and better ways of working to accelerate strategic outcomes and enrich the experience of the workforce.  Responsibilities may include the following activities:

  • Helping individuals, teams and organizations transform by partnering with customers to understand their needs and lead efforts to implement and evaluate high-quality solutions to improve performance and maximize employee engagement.
  • Applying best practices methodologies, approaches, and assessments to design and facilitate meetings, events, and activities to help leaders and teams build capacity, capability, agility, and resilience to tackle the toughest challenges.
  • Designing and implementing strategies that improve organizational structures, clarify roles and responsibilities, enhance business processes, and streamline operations.
  • Designing and implementing quantitative and qualitative metrics to measure program performance and compliance.
  • Developing executive level reports and dashboards that are data-driven and summarize outcomes from implemented strategies and recommend next steps.
  • Employing change management and process improvement principles and methodologies from ideation through implementation.
  • Continuously looking for opportunities to provide additional support to the client and identifying opportunities to expand services.
  • Working with a team to conduct needs assessments with stakeholders.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree, preferably in a discipline related to business or public administration.
  • 10 years of relevant professional experience in the resource planning phase of planning, programming, budgeting, and execution process; agency performance management as outlined in the Government Performance Results Act Modernization Act; and strategic planning.
  • Excellent research skills.
  • Experience analyzing quantitative and qualitative data and presenting to executive leaders.
  • Experience evaluating programs/processes and identifying and recommending alternative solutions to an agencies’ needs.
  • Strong, demonstrated problem solving experience and communication skills.
  • Ability to manage multiple groups and tasks and work independently or in a group.
  • Proficiency in the Microsoft Office suite of tools, including Word, PowerPoint, Excel, Project, and Visio.
  • Ability to get DHS public trust security clearance.

Desired Qualifications:

  • Master’s degree, preferably in a discipline related to business or public administration.
  • Experience working within an operational law enforcement or military headquarters element, particularly in areas related outyear budgeting or performance management.
  • Experience working within a federal agency’s Office of the Chief Financial Officer (or equivalent) supporting activities outlined in OMB Circulars A-11 and/or 123.
  • Existing DHS public trust or security clearance.

Target salary range: $109,650 - $192,984
