The Opportunity:

Overview

We are excited to be recruiting for three (3) Senior Business Systems Analyst (BSA) Limited Duration Assignment (LDA) positions! This is a great opportunity to join multiple project teams and collaborate with partners internally and externally during this significant system transition. Limited Duration Assignments (LDA) are expected to last up to two (2) years, but may end sooner.

You will be instrumental in ensuring a smooth and successful transition to the new BitFocus Clarity software. Your expertise will serve as the vital link between Homeless Services Departments and IT staff, working to align the three counties' complex service needs. This involves developing a deep understanding of business processes, mapping current functions from the legacy system, and translating strategic needs into effective IT solutions.

This role offers you the chance to:

  • Lead Major Implementation Work: Drive the core functions of the project, including requirements definition, user acceptance testing, business process analysis, and end-user training.
  • Be a Key Strategic Consultant: Act as the primary advocate for multiple jurisdictions and agencies across the Portland Tri-County area. Leveraging strong customer relationship skills and communication skills with a wide range of stakeholders.
  • Align Business Processes: Become an expert on the Homeless Services System by understanding the business processes, data and drivers for performance metrics, and how those factors fit together to enable the software to support key strategic and operational objectives.

To Qualify

Minimum Qualifications/Transferable Skills*:

  • Bachelor's degree (in lieu of degree, equivalent years of experience will be considered)

AND

  • Three (3) years of experience that demonstrate the ability to perform the duties of the position.
  • Demonstrated experience leading and developing complex project documentation, including requirements, business specifications, process analysis, and User Acceptance Test plans.
  • Experience with analytical and consultative support for IT systems, covering operation, maintenance, enhancement, and advanced troubleshooting.
  • Experience with advising and influencing stakeholders on technology solutions, and facilitating key decision-making to align business and IT strategy.
  • Experience with coordinating and managing vendor activities for the successful delivery and integration of third-party solutions.
  • Ability to pass a criminal records check.

Preferred Qualifications*:

  • Experience with implementing major vendor based software systems with large user bases and complex workflows.

Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time.All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-1B, F1 or STEM OPT visas.

Type of Position: This is an hourly, AFSCME Local 88 union-represented position and is eligible for overtime.

Location:This location is officially the Multnomah Building, 501 SE Hawthorne Blvd. Suite 400, Portland, Oregon, 97214.

Schedule: Monday - Friday 8:00am - 5:00pm. There is flexibility with the start and end times. Alternative schedules may be available on request.
