This is a full-time permanent or half-time job share opportunity for anyone to apply. This is a non-classified Management Service managerial position and is not represented by a union.
What you will do!
As the OCIO Strategic Analyst, you will provide consultation to the Chief Information Officer & Deputy Chief Information Officer in both strategic and tactical initiatives.
In this role, you will facilitate and coordinate strategic and tactical planning initiatives; coordinate, plan, facilitate and provide leadership in OIS improvements and maturation; develop and streamline processes; administer contracts; provide project support work such as assisting with key deliverables; and supporting the deliverables in technical modernization initiatives.
To be successful in this position, you must develop and maintain strong relationships with OIS Executive staff, OIS Managers, and staff and have a sound understanding of program/division goals, mission, and business drivers. You will facilitate and assist in the tactical and strategic planning efforts in both the performance management system and Strategic Technology Plan and activities.
Additionally, you may work with specific Strategic Technology Plan activity owners, providing research, expertise, and frameworks to accomplish the activity.
You may work with specific Measure Owners in each OIS unit in the identification and use of key performance measures within OIS and the reporting of these measures through Quarterly Target Reviews.

This position is being offered as either a full-time permanent position or two half-time job share positions.
Half-Time - Job Share Information (if this option is chosen)
- If this position is filled as a job share, the duties will be split with another Strategic Analyst, OPA4.
- The half-time position would be (20 hours/week), and the AA monthly salary range is $6,901.00 to $10,161.00 (the salary range listed above on the job announcement is for a full-time position).
- Half-time employees are eligible for benefits at a prorated rate.
Work Schedule
- Schedule can be flexible but will need to spend one shift per week, Tuesdays, at the Office of Information Services location in Salem, Oregon.
- The top scoring final candidates will have their choice of mutually agreed upon preferred workdays and shifts.
Benefits for half-time Job Share roles
- This position is Management Service and not represented by a union.
- Employees sharing the 1.0 FTE (full-time equivalent) will split the benefits, with contributions that are equal to both employees.
- If one Job Share partner is removed, resigns, or is otherwise separated from state service, pending this action, the Appointing Authority has the right to determine if job sharing is still appropriate for the position.
- If you are an internal candidate (OHA) coming from a limited duration position, you would return to a limited duration position in the event the job shares ends.

What we are looking for:
MINIMUM QUALIFICATIONS:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
Working Conditions
This position involves frequent contact with executives, management, and staff both internal and external to the organization. It requires working with a variety of people and situations, which requires the incumbent to exercise diplomacy. This position requires a work environment where conversations can be kept private and not overheard by unintended listeners. Often travel to meetings is required with some travel to trainings. There can be frequent interruptions, demanding timeframes, and non-traditional working hours. Some evening and weekend work may be required during legislative session. The location of this position is in an office, cubicle and/or an agreed upon remote work environment with significant use of a computer and video conferencing.
While performing the duties of this job, you will be in an open landscape environment and may be exposed to the sounds and activity of those working around you. These conditions may be in high traffic areas with moderate to loud noises and frequent interruptions. This position requires the ability to work on multiple tasks simultaneously, sometimes within short time frames. Confidentiality of information must be maintained at all times.

- Experience gathering, compiling and analyzing data, and using reporting software or building dashboards to drive data-driven decision making.
- Knowledge of state government processes, funding, and policies.
- Knowledge and application of equity, ability, and inclusion principles such as anti-racism, cultural humility, culturally responsive practice, the Americans with Disabilities Act (ADA), and engaging priority communities who have been most harmed by social injustice and health inequities.
