The Oregon Health Authority (OHA), Public Health Division (PHD), Health Promotion and Chronic Disease Prevention Section is recruiting for a Tobacco Health Disparities Coordinator (Program Analyst 3) evaluates and recommends program priorities to achieve state program goals or to meet funding requirements.
In this position, you will lead, and coordinate activities related to eliminating disparities caused by commercial tobacco products. This includes managing the federal grant CDC Building Capacity to Reduce the Burden of Menthol and Other Flavored Commercial Tobacco Products and providing technical support for organizations funded through the Public Health Equity grant program. You will administer all grants and contracts required with OHA-PHD’s federal funding agreement with CDC. You will determine statewide policies, procedures, and priorities consistent with the mission and policies of the Oregon Health Authority, Public Health Division (OHA-PHD), the federal Centers for Disease Control and Prevention.
The position recommends legislative concepts and policy solutions to address chronic disease prevention elimination of health disparities related to commercial tobacco use. This position provides strategic coordination and assistance to community-based organizations, Local Public Health Authorities, other OHA Programs and Divisions, and state and national partner organizations to support development, implementation, and enforcement of local and state policies to address commercial tobacco prevention and cessation.

Location:
Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology. However, there are many times that the work will need to be conducted at the primary work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

WHAT WE ARE LOOKING FOR:
Minimum Qualifications
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
OR
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; AND four years’ experience coordinating or administering a program.
Desired Attributes
Experience in the following areas is desirable:
- Creating and maintaining a work environment that is respectful and accepting of diversity among team members and the people we serve.
- Evaluating program guidelines, policies, administrative rules, and structure for the Health Promotion and Chronic Disease Prevention Section.
- Recommending legislative concepts to address the prevention, early detection, and self-management of cancer and other chronic diseases.
- Tracking data and metrics for cancer, tobacco, obesity, chronic disease, and substance use disorder strategic priorities.
- Facilitating and negotiating highly complex and large-scale collaborative relationships with and among state agencies, tribes, health system leaders and members from local, state, and national agencies, community organizations, employers and various OHAPHD strategic allies.
- Informing promotional and communication plans designed to maintain positive relationships with the public, partners, tribes, strategic allies, and other agencies.
- Providing strategic coordination and assistance to develop, implement and enforce state, regional and local policies to address tobacco control, with experience in policymaking to address flavored tobacco or nicotine product use.
