Position Information
Hiring Department: Planning and Construction

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm.
FLSA status: Exempt
Earliest Start Date: As soon as possible.
Salary: Commensurate with education and experience.

This position is security-sensitive and subject to Texas Education Code §51.215, which authorizes the employer to obtain criminal history record information. A valid driver's license issued by the State where the applicant resides, and insurability as defined in UTS 157 may be required to perform the position's essential functions.
Purpose of Position
Plans, organizes, and directs the day-to-day operations of Facilities Planning and Construction. Works with the Director to manage and coordinate unit team assignments and unit scheduling of resources. Provides leadership, guidance, and supervision of department professional staff. Assists in the overall management of the university's master planning efforts, all major and minor capital projects, and all facilities standards.
Essential Functions
Provides direction and guidance in strategic operations and planning in the department.
Provides leadership and assists in management of multiple complex capital projects by providing program and project staffing, resource coordination, communication, conflict resolution, and oversight /quality monitoring at the campus level.
Ensures compliance with the Board of Regents Rules & Regulations, State Statutes, Federal Regulations and Laws on all projects. Ensure that operations are efficient and cost effective, that assets are safeguarded, and that financial information is reliable.
Serves as liaison, public spokesperson, and interface with campus executives, architects, contractors, industry and community associations, utility cooperatives, and general public to promote Historically Under-utilized Business participation, knowledge of UT System mission and goals, and in support of OFPC initiatives.
Monitors and evaluates performance of assigned Project Managers, Construction Managers and Inspectors, administrative staff, and professional service contractors. [Provide training and resources on new policies and procedures as required.
Provides supervision of professional staff, training personnel to departmental and University standards and procedures, including assigning and reviewing work, completing performance evaluations, and making recommendations for hiring, terminating, and disciplining.
Participates in the budget planning process, including staffing, budget requirements, identifying potential cost increases, and identifying opportunities for cost savings.
Provides financial oversight of respective operating budgets, transfer of funds and expenses.
Administrative duties include meetings, troubleshooting service complaints and problems, approval of service contracts and purchase orders, monitoring of work requests, and key/card access requests as applicable.
Develops and implements departmental goals and objectives with the oversight of the Director. Coordinates, monitors, and evaluates policy and procedures, manuals, guidelines, and technical scope of work.
Manages and enforces policies related to finances, operating procedures, disciplinary processes, internal controls, and inventory of equipment, tools, and supplies.
Provides leadership for the respective staff in areas of planning their assigned duties. Responsible for creating a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Assists in providing reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and applicable laws, regulations, policies, and procedures are followed.
Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., healthcare, research labs, special campus project types, etc.) or the local jurisdictions.
Provide monitoring of local campus-managed major projects as directed by the U.T. System Board of Regents.
Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
Complies with all State and University policies.
Other duties may be assigned.
Carries out supervisory responsibilities in accordance with the organization's objectives, policies, and applicable laws.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Required Qualifications:
Education: Bachelor's degree in architecture, engineering, construction management or a related field.
and
Experience: Seven (7) to ten (10) years of progressively responsible experience within higher education or similar large organizations
in architecture, engineering, construction management or a related field. Five (5) years' experience in operations, administration, and
personnel management in the construction industry. Experience in all programming ability, conceptualization, visual presentations in
various media, and preparation of construction documents that clearly convey the requirements of intended designs for the purpose of
bidding and constructing commercial and institutional facilities.
A combination of education, experience, and training that would produce the required knowledge and abilities could be considered.
Preferred Education/Experience: Master's degree in related technical or managerial field 15 years' experience with complex project management experience in educational facilities design and construction.
Licenses/Certifications: Professional architectural or engineering in good standing or related technical license. Have ability to obtain license in Texas through reciprocity within 1 year of employment if they are licensed in another state.
