TheBienestar De La Familia, Youth and Family Services (YFS) invites applications to fill one (1) Full Time Bilingual Somali Case Manager 2 in the Bienestar De La Familia, Youth & Family Services. This position is scheduled as Hybrid telework, Monday-Friday 8:00 AM – 5:00 PM with 1 hour lunch break. All employees must reside in Oregon or Washington; Multnomah county cannot support ongoing telework from other locations. The onsite work location for this position is Baltazar F Ortiz Community Center, 6736 NE Killingsworth St, Portland, OR 97218-3317.

About the position: The Case Manager 2 Bilingual/Bicultural Somali provides rental and housing assistance, economic stability supports, food access, advocacy resources and opportunities to low-income families, children and individuals especially to those impacted by COVID-19. The CM2 also provides comprehensive Wraparound support to those directly impacted by Covid. This work is done by staff who conduct intakes, determine eligibility, assess needs and make referrals to find resources and opportunities to assist individuals and families to meet their needs. The Case Manager 2 Bilingual Somali will perform these duties with a trauma informed and racial equity approach.

Knowledge, Skills and Abilities/Bi-cultural (KSA): This position requires proficiency in Somali (speak, read, write). An employee who has never before received bilingual pay at Multnomah County for work done under a Somali KSA will need to pass an assessment in order to be considered proficient in Somali.

Bilingual pay: This position receives an additional 4% premium on all hours worked, because of the fluency in Somali language and Bi-cultural KSA.

The eligible list created from this recruitment may be used to fill future regular, limited duration, full or part-time, temporary, or on-call positions.

Primary responsibilities include but not limited to:

A.  Provide direct client services to individuals and families impacted by COVID 19, and seeking services from Bienestar de la Familia

  • Provide initial screening, intake and eligibility determination for rent assistance and other social service supports for individuals and families impacted by COVID-19 (financially/economically) and/or directly impacted by Covid-19. Connect with landlords on behalf of clients to ensure rent assistance will prevent eviction. (Services are to be provided in English and or Somali. It is estimated that COVID-19 Rent Assistance service delivery will comprise 90% of work time compared to other supports outlined.)
  • Accurately complete all required paperwork, client flow processes and data entry, as assigned.
  • Assess client needs and risk status through phone call interviews, in-person sessions, or through a virtual platform.
  • Assist clients in finding resources for clothing, food, furniture and basic needs. Assist clients to apply for food benefits such as SNAP or WIC, or other public benefits, in English and or Somali. All of which alleviate the stress and impacts of COVID-19.
  • Assist clients with employment related resources in English and or Somali language.
  • Connect clients to mental health, addictions or other resources through culturally specific services in English and/ or Somali language to meet the client needs.
  • Participate in projects led by Bienestar and the YFS Division, including (but not necessarily limited to) food access and delivery for those impacted by COVID-19.
  • Engage with supervisor, team members and colleagues around effective service delivery.
  • Actively engage in team meetings, training and community events on behalf of Bienestar de la Familia.
  • Perform complex case management duties including but not limited to assessing, evaluating and documenting eligibility for rental assistance program services using a comprehensive intake application, program spreadsheets, Area Median Income (AMI) graphs and other work tools;
  • Providing referrals/and or facilitating referrals to resources when applicant is ineligible or requires additional rental assistance, legal consultation, or other Bienestar or other internal or external county program services;
  • Coordination with landlords/property owners for required program documentation such as W-9’s; and ensuring W-9 conforms with accounts payable requirements; work with supervisor and county accounts payable to ensure rental assistance payments are in queue to be processed in a timely fashion, participate in work teams or meetings focused on identifying process improvements, and/or expanded community partner collaborations.
  • Provide interpreting services and written materials as needed for clients and community members in English and/ or Somali language.
  • Create program fliers and disseminate information in English and/ or Somali.

B.  Complete accurate documentation and recordkeeping

  • Engage in training and related professional development to learn and practice all data collection and reporting tools required for record-keeping and tracking.
  • Complete all required client data tracking through program specific and community wide tracking tools including program spreadsheets..
  • Engage in processes &/or team discussions to refine such tools, as necessary.
  • Follow client intake application protocol and uploading of client files to file room.
  • Enter timely and accurate data in ServicePoint, as assigned.

Minimum Qualifications/Transferable Skills*

  • Equivalent to an associate's degree AND
  • One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position (Equivalency 3-6 years of qualifying training and/or experience
  • Must have a valid driver license by time of hire
  • Must pass a criminal background check.
