Job Responsibilities

Directs and coordinates workforce administration and/or workforce development activities for DeKalb Public Health to maximize the strategic use of human resources consistent with the agency’s mission and objectives. Maintains essential functions such as position management, employee compensation, recruitment, policy development, regulatory compliance, and performance management. Develops and implements human resources policies and procedures and ensures compliance with State and Federal laws. Provide guidance and oversight of employee benefits, employee relations, and progressive discipline. Develops, administers, and manages performance management. Manages the agency’s workforce development. Responsible for complex personnel issues, including communicating with legal counsel. Supervises department staff, including establishing priorities and work assignments. Serves on the Incident Command team in the event of an emergency. Other duties as assigned.

Minimum Qualifications

High school diploma/GED and six (6) years of managerial or supervisory experience in human resources

OR

Two (2) years of experience required at the lower-level Sr. Manager, Human Resources (HRM012) or position equivalent.

PREFERRED QUALIFICATIONS: Preference will be given to applicants with a Bachelor’s or Master’s degree in Human Resources, Business Administration, or a related field and with PHR, SPHR, and/or SHRM-CP certification, Peoplesoft HCM and MUNIS experience, and work experience with the State of Georgia. Extensive HR management experience, ideally in public health or healthcare, with oversight of recruitment, employee relations, and performance management. Proven ability to lead HR teams, including strategic planning, policy development, and operational oversight. Comprehensive knowledge of HR practices such as talent acquisition, employee development, compensation, benefits, and labor law compliance. Familiarity with public health regulations and employment laws, including OSHA, ADA, and FMLA. Experience in crafting and executing HR strategies aligned with organizational goals. Skilled in managing employee relations, conflict resolution, performance management, and fostering organizational culture. Experience in driving organizational change and implementing continuous improvement initiatives. Strong analytical skills with expertise in using HR metrics and data to enhance decision-making and practices. Proven track record in developing successful recruitment strategies and retaining top talent. Experience in creating and delivering training programs to support employee development and growth. Effective in resolving workplace conflicts and managing employee grievances. Ability to work with a diverse workforce and implement inclusive HR practices.
