Directs the accounting and financial operations of District 4 Public Health, a district that includes 12-county health departments. Maintains all health department budgets, as well as over 75 District Program budgets. Recommends and implements accounting policies and procedures. Directs the District Accounting and Payroll staff. Directs the Facilities/Fleet maintenance.
All District 4 Public Health, County BOH employees are deemed essential employees in the event of an emergency. As such, you may be called on to participate in an event not limited to but including, staffing a shelter, a Specimen Point of Collection Site (SPOC) and/or Point of Distribution site (POD). When you are called on to participate, you are expected and it will be a part of your job requirement to participate, whether the emergency occurs during or outside regular work hours.Job Responsibilities
- Manages all functions of Finance, including Budget and General Accounting, Cash Management, and Employee Payroll.
- Supervises the Billing Department.
- Develops and directs a comprehensive accounting program which integrates Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards, Generally Accepted Governmental Auditing Standards (GAGAS), statutory accounting requirements, and departmental fiscal policies and procedures.
- Establishes Board of Health budgets and revisions, reports in the Board of Health meetings.
- Prepares and reviews revenue forecasts for operational funds; monitors sources of revenues; tracks and monitors expenditure projections in operating funds; reviews overall fund positions quarterly and as needed; and determines financial impact of proposed programs or changes to current program design.
- Manages financial information system user operations and reporting; manages system stability, evaluation of internal controls over data and business processes; conducts/oversees analysis and testing of applicable upgrades to financial system includes Accounts Receivables and Payables, and Billing System.
- Coordinates auditing operations with departmental accounting, budgetary, administrative support, and programmatic function to support the department's mission.
- Plans and directs in-depth financial audits and investigations.
- Interviews, hires, directs, trains, evaluates the performance of, and when necessary, disciplines and discharges accounting/financial employees.
- Manages and directs administrative activities for accounting/financial employees.
- Provides professional guidance and assistance in the solution of complex accounting and financial problems.
- Represents the financial interests of the State in accounting-related interactions/negotiations with other parties, such as banks, vendors, and external auditors.
Minimum Qualifications
Bachelor's degree in Accounting and five (5) years of professional accounting job-related experience, which includes three (3) years in a managerial or supervisory role; or one (1) year of experience at the lower level Mgr 2, Accounting (FIM011) or equivalent position.

Preferred Qualifications:
- At least five years of professional level State or Federal budgetary/fiscal experience.
- Experience with Medicaid and private insurance billing.
- Experience in the execution and accounting of multiple agency funding sources, budgets, and grants.
- Advanced Excel.
- Experience with employment taxes and payroll.
- Excellent written and oral communication skills.
- Experience in development, management, and/or administration of budgets, contracts, or grants.
- Experience in Federal Grant Reporting Requirements.

Salary range
- $85,000 - $95,000 per year
