Candidates should possess the knowledge and skills to support the Finance Unit in areas such as budget development and monitoring, financial analysis, forecasting, contract and procurement management, auditing and reconciliation, accounts payable/receivable, fiscal compliance, and preparation for internal and external audits.The essential functions of this position include, but are not limited to, the following:<ul><li>Provide strategic leadership and oversight for all finance-related functions of MCDA, including supervision of subordinate staff across a diverse workforce.</li><li>Plan, organize, and manage fiscal operations for MCDA, including budgeting, procurement, payroll, accounts payable/receivable, internal services, and related business services.</li><li>Develop, administer, and monitor annual and long-term budgets; coordinate the development of MCDA’s annual budget and ensure compliance with the County’s annual budget process; coordinate the Community Budget Advisory Committee (CBAC) for MCDA; prepare justifications and forecasts; identify funding opportunities; and manage contracts and grant resources.</li><li>Serve as a key advisor to department leadership on financial strategy, policy development, and regulatory compliance; lead the development of sustainable financial and operational plans.</li><li>Supervise, train, and support a diverse workforce; act as a resource and provide direction, guidance, and leadership to staff; advise on complex and sensitive issues; and, as needed, select, direct, and manage the work of consultants.</li><li>Analyze and interpret federal, state, and local laws, regulations, and industry trends to ensure compliance and inform policy, operational practices, and strategic direction.</li><li>Monitor and adjust fiscal systems; oversee the preparation of financial reports, annual statements, and audits to ensure accuracy, transparency, and accountability.</li><li>Represent the department in meetings with elected officials, community stakeholders, external partners, and interagency groups; provide expert guidance, conduct outreach, and resolve complex and sensitive issues.</li><li>Lead or participate in enterprise-level financial initiatives, negotiations, and strategic ventures that mitigate risk and advance the County’s fiscal stability and service delivery goals.</li><li>Perform other related duties as assigned. </li></ul>This is a unique opportunity for a skilled financial leader who is motivated by public service and committed to equity, innovation, and excellence.
