Essential Functions Strategic Leadership <ul><li>Foster and sustain long-term partnerships with regional educational stakeholders to create systemic, sustainable change in educational outcomes.</li><li>Lead the El Paso Collaborative for Academic Excellence, building strong relationships among K-12 leaders, higher education partners, and business and community organizations.</li><li>Demonstrate deep understanding of K-12 education systems, including curriculum alignment, academic preparation, and college readiness standards</li><li>Design and implement regional initiatives that align resources and efforts across multiple organizations to achieve shared educational goals.</li><li>Develop and implement a comprehensive outreach and student access strategy.</li><li>Lead efforts to strengthen the university's presence and engagement in communities.</li><li>Oversee partnerships with K-12 schools, community organizations, and other stakeholders.</li><li>Advocate for policies and practices that enhance access for underrepresented groups.</li><li>Provide strategic oversight of federal TRIO programs including Upward Bound and Educational Talent Search, ensuring program compliance and achievement of objectives.</li><li>Manage relationships with school districts and high school partners to align dual credit and ECHS programs with university goals.</li><li>Lead dual credit and early college high school initiatives, developing strategies to strengthen these programs and improve student transitions to UTEP.</li></ul> Program Development and Management <ul><li>Create and oversee pre-college and pipeline programs that prepare students for higher education.</li><li>Ensure programs are culturally relevant, inclusive, and effective in meeting access goals.</li><li>Manage resources to support access efforts.</li><li>Ensure compliance with federal regulations and reporting requirements for TRIO programs</li><li>Monitor program outcomes and implement continuous improvement strategies for federally funded initiatives</li><li>Develop and maintain systems to track student progress and program effectiveness across dual credit, ECHS, and TRIO program.</li></ul> Collaboration and Stakeholder Engagement <ul><li>Cultivate and maintain strong working relationships with K-12 superintendents and district and school leaders to strengthen the K-16 pipeline.</li><li>Coordinate cross-sector working groups to identify shared challenges and develop unified solutions for improving student access and success.</li><li>Facilitate regular convenings of educational partners to share data, align strategies, and track progress toward common goals.</li><li>Build consensus among diverse stakeholders to drive large-scale educational improvement initiatives.</li><li>Leverage existing partnerships and establish new relationships with foundations, businesses, and community organizations to expand resources for access initiatives.</li><li>Collaborate and build partnerships with Admissions, Financial Aid, and Academic Affairs to align strategies.</li><li>Serve as the primary liaison to external organizations focused on college readiness and access.</li></ul> Data and Outcomes Assessment <ul><li>Analyze data on program participation, student success, and enrollment outcomes.</li><li>Provide regular reports to university leadership on progress toward access goals.</li><li>Use insights to refine and enhance outreach initiatives.</li></ul> Team Leadership and Budget and Grant Oversight <ul><li>Supervise and develop staff within the outreach and student access team.</li><li>Manage budget for outreach initiatives, ensuring responsible allocation of resources.</li><li>Promote professional growth and development among team members.</li><li>Complies with all State and University policies.</li><li>Other duties may be assigned.</li></ul> Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Required Qualifications: Education: Master's degree in educational administration, public policy, or a related field. and Experience: At least 7 years of progressively responsible experience in K-12 education, college access, college outreach, student success, enrollment management, or a related field. Other Required Qualifications: <ul><li>Demonstrated success in developing and leading strategic educational initiatives.</li><li>Strong understanding of issues facing underrepresented and first-generation college student.</li></ul> Preferred Qualifications: <ul><li>Doctorate degree in a related field.</li><li>Demonstrated experience leading college access initiatives, federal TRIO programs, or related efforts.</li><li>Experience leading successful teams in educational or community settings.</li><li>Experience in grant writing and securing external funding.</li><li>Bilingual or multilingual proficiency.</li></ul> Key Competencies: <ul><li>Exceptional leadership, communication, and organizational skills.</li><li>Proven ability to build and sustain partnerships across diverse sectors.</li><li>Data-driven decision-making with a focus on measurable outcomes. </li></ul> Additional Information The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
