JOB SUMMARY
The Executive Director of Institutional Research &amp; Effectiveness oversees the Office of Institutional Research and Effectiveness (IRE), reporting to the Vice President of Economic &amp; Institutional Development. The executive director works closely with the President and college cabinet to plan for and manage the college’s strategic planning processes; design assessment instruments to assess performance outcomes and processes for units across the college; collect, manage, and analyze data; and oversee and satisfy institutional data reporting requirements with accrediting agencies, state and federal offices, and grant funding institutions. The executive director supervises the Assistant Director of IRE and the IRE Coordinator and makes efforts to improve the outcomes orientation and data analytics skills of more than 180 personnel working at four instructional sites across a five-county service area.
ESSENTIAL JOB FUNCTIONS
Strategic Planning (15%)

<li>Working directly with the president and V.P. of Economic and Institutional Development, lead planning, coordination, and collaboration processes for the development, review, deployment, communication, implementation, and assessment of the college’s mission statement and strategic plan. The Senior Manager position will have strategic procurement responsibility for novel categories generated from development plans from multiple therapeutic areas in clinical development and/or research.Major Responsibilities and Accountabilities:<ul><li>Strategic business partnering with R&amp;D business units (Drug Development, Global Development Operations, IT, Digital Health, BI&amp;A, IPS, TRCs, etc.), along with Procurement colleagues in other categories and overseas, Legal, HR, Strategy and Planning, Business Development and Finance.</li><li>The position will be a subject matter expert for the related categories, will drive novel category strategies and needs to navigate a complex internal stakeholder landscape, coordinating intricate issues across multiple business units, human resources, legal, and finance. &nbsp;</li><li>Leads, teaches and directs Sourcing professionals throughout the strategic category management and sourcing processes as well as key processes/skills (e.g., spend management analysis, stakeholder management, etc.).  &nbsp;</li><li>Lead sourcing events across all categories to select preferred and approved suppliers within each category, ensure all sourcing activities adhere to BMS’ buying SOPs .&nbsp;</li><li>Creates robust and appropriate Supplier Relationship Management (SRM) programs for the categories via category and supplier segmentation, metrics/KPI development and application, scorecards, contract management, etc. &nbsp;</li><li>Share best practices with Global Procurement colleagues and continuously improve site strategy with feedback and discussion on best practices .</li><li>Ability to consolidate market, supplier and internal business data/information to develop and implement a cohesive, business-aligned strategy at both the category and sub-category level. &nbsp;</li><li>Ensure engagement and management of relationships with R&amp;D leadership by understanding their business needs and how it can be fulfilled from the marketplace as well as providing accountability for their alignment  &nbsp;</li><li>Execution of critical R&amp;D agreements for strategic projects.</li><li>Support risk management as required. &nbsp;</li><li>Ensure accurate reporting of procurement key performance measures (operational metrics, savings, preferred supplier adherence, customer service, etc.).</li><li>Responsible for spotting market trends and innovative technologies to educate key stakeholders on industry leading practices, R&amp;D suppliers, and procurement solutions.</li><li>Share best practices with other procurement ca0tegory leads, R&amp;D category managers and other Global Procurement colleagues, and continuously improve strategy with feedback and discussion on best practices.&nbsp;&nbsp;</li></ul>QualificationsMinimum Requirements<ul><li>Minimum education of a B.S./B.A. is required; M.S./M.B.A. preferred.</li><li>Minimum of five (5) years of business experience, multi-disciplined procurement experience and/or research (sourcing or otherwise). &nbsp;</li><li>Prior R&amp;D experience in biopharmaceuticals, pharmaceuticals, and/or medical device industry required. </li><li>Experience with leading large, change management projects.  &nbsp;</li><li>Knowledge and proficiency with Ariba system &amp; Icertis is preferred.</li><li>Possess strong negotiation skills to develop preferred rates with BMS partners and knowledgeable about creative deal structuring to build enterprise-level partnerships Strong problem-solving skills and ability to work cross-functionally as critical member of site team and larger R&amp;D Procurement team. &nbsp;</li><li>Capability to lead projects/initiatives that have significant impact upon global and site business by achieving project milestones and objectives. &nbsp;</li><li>Must have a strong business partnering orientation with excellent analytic &amp; interpersonal skills. &nbsp;</li></ul>The starting compensation for this job in California&nbsp;is a range in from $144,000 - $180,000, plus incentive cash and stock opportunities (based on eligibility).&nbsp;The starting pay rate takes into account characteristics of the job, such as required skills and where the job is performed.
